Add 3 tablespoons of flour to the skillet and stir continuously, cooking for about 2 minutes or until browned. Gradually pour in the beef broth and heavy cream, whisking constantly until the mixture comes to a boil. Continue to simmer for an additional 2 minutes, stirring often, until the gravy thickens. Season to taste with salt and ground black pepper.
